Dedicated hosting or Managed Hosting server providers define their level of management based on the services they provide. In comparison, fully managed could equal self managed from provider to provider.
Managed Hosting is a service that Web hosting companies provide to their customers whose websites generate a lot of traffic. Essentially, and entire server is used for a single customer, ensuring that all of the server's resources are used to that customer's needs

I had used VPSLink some years back. I was experiencing numerous random disconnects that were very frustrating and which they could not help me with so I left after 6 months or so. I am currently with Rackspace whose rates for a small server system is actually better than VPSLink. I've not had any issues using their services for nearly a year.

@Robbilie Look closer at Rackspace Cloud Servers. It starts at 10.95 for 256MB. Depending on how much bandwidth you're likely to consume, you might want to look at Slicehost as well. It's about $20 to start, but includes bandwidth costs.
There's also the option of using EC2 micro instances at $15/month plus bandwidth. It's sized at 613MB so that's more than sufficient RAM-wise. That said, if you're staying with the Community version, all the above should work.
