You can already accomplish those features by using server-side extensions. You can use the createRoom method (from the _server object or from the ExtensionHelper) and specify null as the room creator, which will make the room live forever, and use the writeFile method (if AS extension) or the JAVA File System API in order to create files on the Server folder.
