Does the Flash API work with Adobe Flash CS3? If not, is there an older version that will work with CS3?

Ok... Its just it says this on the documentation page on API's...

The API for ActionScript 3 supports Adobe Flash CS4 (and higher) and Adobe Flex Builder 3 (and higher). In Flex/Flash Builder UDP support is included for the AIR 2.0+ runtime. The API is distributed as a single SWC library file that can be easily added to your Flash/Flex Project.

So im not sure after reading that... Would it still work or do I need to upgrade?

I am sorry, CS3 is very old and no one here has that installed on his system.
The only way to know, is trying :) It won't hurt in any ways.

Is there any compatibility concerns with Adobe Creative Cloud / Flash Professional CC in combination with their Scout product?

We haven't tested specifically with Scout but I'd presume there should be no problem. The API are pure Actionscript 3.
