It would be nice if possible for a zone to allow both encrypted and un-cencrypted users to connect to it simultaneously.

I understand.
This however would open the doors for possible security issues. If the Zone allows non-encrypted clients a user could be tricked into using a hacked version of the application that doesn't use encryption exposing him to potential attacks.
