Handling network interruption/connecitons

Hello all, I am trying to handle network interruptions in my 2 player game.
I am particularly interested in situation like internet device shift(for eg. mobile data to wifi), If one user manually turns off the mobile data or wifi, then how can I tell smartfox server that he is disconnected? Also How can I send this information to opponent that the user is having network issues.
