Is the upcoming new version (1.4.0) fully backwards compatible with 1.3.0? Will any updates have to be done to existing flash client apps that work with a 1.3.0 server to make them work with a 1.4.0 server?
Is it possible to simply paste <zone>...</zone> definitions from the config file of a 1.3.0 server into the config file of a 1.4.0 server without breaking anything?

Of course it will be backward compatible.
We plan to update the client API as well. I think you won't need any changes to make your 1.3.0 apps work with 1.4.0
Anyways, if the API will introduce important changes you may need to just re-compile your SWF files.
