i asked my hosting provider if they allow VPS hosting. And they replied me with this answer:
Unfortunately, if root access is absolutely required this won't worksince we don't allow root access on our shared servers, I'm sorry.However, if you contact the developers/support team for that applicationand they verify a method to install/use it without root access, you aremore than welcome to give that a try.
Should i contact the developers/support team or look elsewhere.

Root access is not required.
The server can be installed to your home folder and started from there, provided you have write permissions in the installation folder (which is definitely expected)
Root access is only needed if you want to run the server on TCP port with values < 1024. By default the server runs on port 9339
