Layered Access Points

If I have a map with say 5 layers, which layer should contain access point = true? The first layer? Top layer? Any of the 5 layers? Or all 5 layers?

Any layer can be an access point. Of course if for example you use layer 3, skins contained in layer 4 and 5 will be above the avatar.
